New Submission Shortcut On The Top of Every Page

Submitting to Lospec is now easier, with a quick submit button at the top of the page next to the notificiations. Hover the Plus symbol and you'll see a menu of the different things you can submit. The links will take you directly to the submission form for that content type.

This is part of an ongoing project to make submissions on Lospec smoother and easier.
