Fixing the pending and queue system

It's no secret that the pending and queue system isn't exactly working that well, or ever has been and it's a lot worse now with bots and all, as such I'm here to propose these changes:

- Remove pending entirely

- Trusted accounts will get queue priority 

- Untrusted accounts will require a palette example to be accepted

- Supporters are permanently trusted accounts

- If a pallette has been in the queue for more than 3 months it will get automatically rejected

- if any given user has had their pallettes consistently rejected 

Terms used: 

"Trusted"/"Veteran" accounts ie: accounts that have been been active and created within a certain timespan, Trusted accounts can become untrusted if inactive for a certain period of time, However if an account was already previously trusted the requirements to become a trusted account will be lesser.

Guys we have to do better some palettes have been pending for 3 years.
