Nice 15 minutes exercise! I like how you've tried to adapt your reference at a much smaller scale. It's not an easy subject and you did pretty well!
There's one thing I would do differently:
32x32 is a really small canvas size, so the buildings would probably read clearer without the dithering patterns. Dithering needs space to be seen as an individual colour without looking like a very granularly texture. You can try less obvious patterns to break up gradients. For example, from bottom to top: colour 1, then 1px line of colour 2, then 1px line of colour 1 and then finally colour 2. This way it creates a lot less noise and is more readable. And you can find many other ways of doing that just by experimenting!
