Does the discrete normal sphere in your editor not have enough sections? It is possible I'm the only one with these problems, but if not, you're gonna love this. Bring this pallete into your editor of choice, drag your dividers until it's 9 swatches wide, and you'll have a perfect square of normal values to use. The angles go from 90, 68, 45, 23, to 0 and then back down again on the other side. The heights go from 128 around the outside to 255 in the middle, graduated to where they'd be on the sphere.
